Biography

Huilan Yang is Evaluation Manager/Internal Consultant at the W.K. Kellogg Foundation in Battle Creek, Michigan. In this role, Dr. Yang works with the Foundation's program staff to monitor and measure the results of funded projects and activities. Prior to joining the Foundation, Dr. Yang was the Director of Evaluation & Research with Starr Commonwealth, where she previously held the positions of Director of Research, Assistant Director of Evaluation & Research, Research Associate, and Program Evaluator. She has also been an adjunct faculty member at Western Michigan University. Dr. Yang started her career in evaluation approximately 15 years ago at the Evaluation Center, Western Michigan University. The training she received there became instrumental in her leadership role at Starr Commonwealth, where she supervised the evaluation staff in designing and implementing evaluation of the youth residential, home-based and community-based programs. Dr. Yang received both her Doctoral degree in Evaluation, Research, and Measurement and Master's degree in Educational Leadership, from Western Michigan University in Kalamazoo. She also holds a Bachelor's degree in English and American language and Literature, and another Master's degree in teaching English as a Second Language, from Nankai University in China.
