David and Lyn Silfen Professor at the University of Pennsylvania where he teaches in the Departments of Medical Ethics and History of Science. His book, "The Body Politic: The Battle Over Science in America," was named a Best Book of 2011 by Kirkus Reviews. Among his other books are "Mind Wars: Brain Science and the Military in the 21st Century," and "Undue Risk: Secret State Experiments on Humans." Moreno is an elected member of the Institute of Medicine of the National Academy of Sciences and is a National Associate of the National Research Council. He is the U.S. member of the UNESCO International Bioethics Committee and has served as a senior staff member for three presidential advisory commissions, including the current commission. In 2008-09 he served as a member of President Obama's transition team. A Senior Fellow at the Center for American Progress in Washington, D.C., Moreno has served as an adviser to many governmental and non-governmental organizations.
