Williams was appointed by Governor Brown to the California State Board of Education in January 2011. Elected by the Board to be Vice President, Williams supports SBE president Mike Kirst on a variety of special initiatives and ad hoc assignments. In addition, Williams is one of two SBE liaisons on the Next Generation Science Standards, as well as serving as the SBE liaison and policy lead on California charter school issues.

Up until June of 2011, Williams had served nineteen years as the executive director of EdSource, an independent, nonpartisan, not-for-profit K-14 research and communications organization in Mountain View. Under Williams’ watch EdSource issued policy briefs on a wide range of K-14 issues. In 2010-11 Williams was the project lead on an analysis of 8th grade Algebra I student placement and achievement. That analysis included four years of longitudinal CST scores for 204,000 8th grade students in California. In 2008 EdSource released several reports on California’s K-12 math and science teacher workforce and on student achievement K-12 in math and science.

Before moving to California in 1990 Williams served as a policy and program consultant to the Oklahoma Children and Youth and as a Presidential Management Fellow at the Department of Health and Human Services in Washington D.C. Williams holds a master’s degree in public policy from the University of Tulsa in her hometown.
